Delivery is by barge. The Port of Seattle's Terminals Tariff No. 5 carries a special rate for barges receiving or discharging fuel at Terminal 18, at $341.50 per 24-hour period or part, and its bundled cruise port fee expressly includes the Fire Department fee for a bunkering permit, so a fire department permit sits behind a cruise stem. Centerline Logistics, which began in Seattle in 1987 as Olympic Tug and Barge, describes its ship fuelling as done from a fleet of double-hull barges. Beyond that permit fee the port tariff sets out no bunkering procedure; what shapes the plan is Washington state law. Under WAC 173-184-100 the delivering vessel must give Ecology at least 24 hours' notice of any transfer over 100 gallons, or the Coast Guard Captain of the Port's timeframe if that is longer, and must update the notice if the start time moves by more than six hours. WAC 173-184-110 then classifies the job by rate, anything over 500 gallons per minute being Rate A, and WAC 173-184-115 requires a Rate A transfer to be preboomed whenever it is safe and effective, using boom four times the length of the largest vessel involved or 2,000 feet, whichever is less. Where no approved threshold report covers the location, booming is waived above sustained wind of 20 knots, gusts of 30, waves over three feet or current of 1.5 knots, but a reporting form then goes to Ecology before the transfer and every four hours at anchor. Neither the port nor the state publishes a maximum stem or a grade list.
