The port authority's guide settles most of this. Fuel may be pumped from a bunker barge, from another tanker or ship, or from a road tanker, and may be taken at anchor or alongside, but a ship able to take it alongside is expected to do so rather than occupy an anchorage. Where the ship lies then decides the rules. In English Bay a vessel of any size may bunker, provided winds are not blowing or forecast above force 5, the operation is finished or stopped six hours before bad weather arrives, and an attending tug stays on site throughout unless the delivery vessel is self-propelled. In the Fraser River bunkering is permitted only alongside a berth and a tug able to handle the barge must attend; at Annacis Auto Terminal the barge can be ordered off at a pilot's discretion to give an arriving or departing ship swing room. At Roberts Bank bunkering is not permitted at all, so a ship calling there must take fuel elsewhere in the port.

Bunkering alongside must be scheduled so that it does not interfere with cargo work, and the crew on the transfer must have no other task: concurrent, but not casual. Suppliers must be registered and are accredited annually; they email the schedule to the harbour master at least 24 hours ahead, and the barge master then telephones the Operations Centre with the berth or anchorage and the start time. Ships of 275 metres or more needing a First Narrows transit for bunkers alone should make it before loading. LNG is the only accredited alternative fuel, ship-to-ship, at designated locations. No maximum stem is published.
