Portland bunkering follows the Lower Columbia Region Harbor Safety Committee's Columbia River Bunkering Guidelines, which set the minimum standard of care for the whole river system. Underway bunkering is not allowed anywhere in the Lower Columbia River, so you bunker at berth or at a designated anchorage. Several anchorages near Portland are in play: bunkering may occur at Willow Bar and Hayden Island and is normally permitted at Kelley Point among others, with reservations arranged through the Columbia River Pilots. At anchor the barge takes the lee side away from the channel, port side at Willow Bar and starboard at Hayden Island on the ebb. Weather stops the job: crews will not come alongside if sustained winds reach 30 knots or gusts exceed 40, and operations cease at 40 knots sustained or when seas reach 3 feet. If either vessel holds 250 barrels (10,500 US gallons) or more, the USCG must be notified at least 4 hours before transfer; in Washington waters a state advance notice of transfer is also required 4 hours ahead for transfers over 100 gallons, and pre-booming applies above 500 gallons per minute. Portland lies inside the North American Emission Control Area.
