Portland bunker prices

USPDX · US · Major bunkering hub · Emission Control Area

$870–$943/MT

Arithmetic on the 6 nearest ports where a price was observed, weighted by distance. Nobody has quoted this at Portland, and it carries nothing about the barge, the volume or your credit — which is what actually sets the number.

Why there is no assessment here yet

Only 0 observations in the last 72 hours. We publish an assessment from 3 or more.

No price is published for this port yet. Our assessment is built only from what we observe here — prices suppliers submit to us, quotes received against requests raised here, and stems that close — so it appears once this port has traffic. A request raised now still reaches suppliers; it does not wait for an index.

Our own assessment, computed from observations made on this platform: prices submitted by suppliers, quotes received against requests raised here, and stems that closed. Weighted by how firm each observation is (a closed stem counts three times a list price), by how recent it is, and by parcel size. Values more than 15% from the median are excluded. No third-party assessment is used as an input, and no number is published from fewer than three observations or fewer than two independent sources.

Taking fuel at Portland

Operational notes, from the port authority and the suppliers’ own published documents. Checked 2026-08-31.

Portland bunkering follows the Lower Columbia Region Harbor Safety Committee's Columbia River Bunkering Guidelines, which set the minimum standard of care for the whole river system. Underway bunkering is not allowed anywhere in the Lower Columbia River, so you bunker at berth or at a designated anchorage. Several anchorages near Portland are in play: bunkering may occur at Willow Bar and Hayden Island and is normally permitted at Kelley Point among others, with reservations arranged through the Columbia River Pilots. At anchor the barge takes the lee side away from the channel, port side at Willow Bar and starboard at Hayden Island on the ebb. Weather stops the job: crews will not come alongside if sustained winds reach 30 knots or gusts exceed 40, and operations cease at 40 knots sustained or when seas reach 3 feet. If either vessel holds 250 barrels (10,500 US gallons) or more, the USCG must be notified at least 4 hours before transfer; in Washington waters a state advance notice of transfer is also required 4 hours ahead for transfers over 100 gallons, and pre-booming applies above 500 gallons per minute. Portland lies inside the North American Emission Control Area.

Not published anywhere we could find
  • The guidelines publish no maximum stem size; they are a standard of care, not a port-authority volume limit.
  • The Washington advance-notice and pre-booming rules apply only in Washington waters, and the guidelines do not resolve which berths fall on which side of the Oregon/Washington river boundary.
  • They do not specify which fuel grades are actually available for delivery at Portland.

Ask the supplier to confirm these before you fix a stem on them.

VLSFO observed at the 6 nearest priced ports

The working behind the estimate above.

Those are prices at those ports, not at Portland, and the distances are great-circle rather than routed. The estimate above is arithmetic on them — it carries no information about the barge, the volume or your credit, which is what actually sets the number. A request is the only way to get a real one.

Indicative only. Typical stem time here is about 8 hours alongside.

Not an offer to sell — a firm price exists only once a supplier has quoted.

A lower headline price at another port is not automatically a saving. Deviation burns fuel and charter hire, and a bunker-only call costs port time.
