San Juan takes bunkers both alongside and at anchor: the US Coast Pilot records that bunker fuel oil, other fuel and diesel are available alongside most piers and at anchorage from barges, with gasoline and diesel also by tank truck. Not every supplier uses barges, though; at least one local physical supplier delivers marine gas oil, marine diesel and heavy fuel oil by road tanker only, so the delivery mode depends on who you fix. Pilotage is compulsory for foreign vessels, arranged through the agent at least 24 hours ahead (four hours minimum), with pilots boarding three miles north of Lighted Buoy 2 at the Bar Channel entrance. Swing room is limited at Anchorage E and Anchorage D is restricted to small, low-mast craft, so anchorage bunkering needs care. San Juan sits inside the US Caribbean Emission Control Area under MARPOL Annex VI, where fuel must not exceed 0.10 percent sulphur and the Coast Guard and EPA check bunker delivery notes.
