Fuel at Port of Spain comes from NP, the state marketing company, whose bunkering installation is at Sea Lots on National Drive inside the city. NP supplies ex-wharf and ex-vessel across the authorised Trinidad and Tobago ports, Port of Spain, Chaguaramas, Point Lisas, Pointe-a-Pierre, San Fernando, Galeota and Scarborough, but publishes neither grades nor quantities, so both must be asked for.

Barge supply is licensed separately, and the licence conditions tell you what a barge here looks like. An Ex-Vessel Marine Bunkering Licence from the Ministry of Energy requires double-hulled, ISM-certified vessels approved by the Maritime Services Division, a Tier 1 spill plan tied into the national contingency plan, at least US$2 million of pollution liability cover, ISGOTT working practice, and fixed lighting over every transfer connection and work area for anything done between sunset and sunrise. Licensees report monthly volumes and customer names to the ministry. Night stems are possible, but they depend on the barge's equipment.

The berth is the real constraint. The port authority's own terminal takes a maximum 294 metres length overall on 12 metres of berth draught across 515 metres of quay, runs vessel operations around the clock, and lists no bunkering permit among its published forms, only port pass, store rent and berthing applications. The harbour regulations still require a ship that has finished discharging to leave the wharf at once unless she loads the same day, and the harbour master directs where vessels anchor and may order them to shift. Plan fuel around cargo rather than after it. Neither the authority nor NP publishes a stem size or a notice period.
