Niterói sits within the Rio de Janeiro organized port complex and is one of South America's larger bunkering ports. Bunkers are delivered by barge, typically at the Inner Anchorage Area 01 or alongside, subject to space and Port Authority (Harbor Master) authorization; vessels queue for a slot. An oil containment barrier (cerco) must be in place from the bunker barge's arrival alongside until departure, and preventive containment booms must be staffed by CDRJ-cadastered, independent environmental protection companies — suppliers may not run their own booms. The ship's agent must lodge a prior service request with CDRJ listing all products to be handled simultaneously, including IMO classification of any dangerous goods. Bunkering alongside operations involving dangerous cargo class 1 (explosives) or class 5 (oxidizers) is prohibited. Deck drain plug systems must be sealed throughout, and the vessel must be able to let go at any time. Petrobras supplies VLSFO (min 100 mt) and MGO/LSMGO (min 50/20 mt) at the anchorage. Brazil is not an ECA, so IMO 2020 0.50% sulphur rules apply.
