Settle the fuel question before fixing, because the choice is narrow. Rio Tinto's port handbook states that marine diesel is available at Dampier by barge, supplied by an outside party, and that IFO and HFO are not available at all: a residual-burning ship gets nothing here. The Dampier Fuel Berth at Parker Point is not a bunker berth but Viva Energy's discharge berth for diesel cargo, granted an exemption from the ISGOTT hazardous-zone provisions on the basis that only diesel is handled, with non-intrinsically-safe electrical equipment prohibited on it and no fresh water available.

Dry-bulk ships wait at the Western Anchorage, north-north-west at the entrance to the archipelago. Anchorage instructions come from Dampier VTS on VHF 11 and must be requested at least four hours before arrival, though no pilot is needed to reach the anchorage. One local rule catches people out: port regulations prohibit changing heavy fuel tanks inside port confines, so the changeover has to be completed at the anchorage before entry rather than on the way in.

Season weighs more here than at most ports. Cyclones run from 1 November to 30 April, an average of six a season threaten the region and about half make landfall, and when one approaches the port is closed and vessels are required to seek refuge at sea, which will take a bunker plan with it. The handbook does not say whether the barge may come alongside at the ore berths during loading, and neither a maximum stem size nor a bunkering notice period is published, so both must be agreed with the supplier and the harbour master before arrival.
