Singapore is one of the world's largest bunkering ports. Delivery is almost exclusively by barge at anchorage (Eastern Bunkering Anchorage, Western Bunkering Anchorage, Raffles Reserve, Changi), with ship-to-ship alongside and pipeline supply at select terminals possible on request. All grades are available: VLSFO (0.50% S), HSFO for scrubber-fitted vessels, LSMGO/MGO (0.10% S), plus LNG and biofuel blends. Singapore is not an ECA. Bunker Delivery Notes comply with MARPOL Annex VI and Singapore Standard SS 600:2022; mass flow metering (SS 648:2024) is mandated. Bunker suppliers must be MPA-licensed, and bunker tankers of 600 DWT and above operate under MPA's 'gate system' licensing requirements. Before and during operations, MPA guidelines (Port Marine Circular No. 06 of 2023) require secure mooring, agreed pumping rates and emergency shut-down procedures, effective communications, plugged scuppers, and supervision by a responsible officer; oil spills are an offence under the Prevention of Pollution of the Sea Act (fines up to S$1 million). Stems are typically confirmed with 2-4 days' notice for standard grades, with barge ETA windows of roughly 4-6 hours.

- Is Singapore a cheap bunkering port?
- At the last update Singapore was showing $912/MT for VLSFO. Whether that is genuinely cheap for your vessel depends on deviation: reaching a port that is $10/MT cheaper is not a saving if it costs a day of charter hire and the fuel burned getting there.
- Does EU ETS apply at Singapore?
- Singapore is outside the EU/EEA, so EU ETS does not apply to a call here in itself. It may still apply to the voyage legs if your vessel is heading to or from an EU port.
