Port Klang is a barge port for bunkers: fuel comes alongside from bunker vessels, and the operation is governed by the bunkering procedures the Port Klang Authority drew up with Petronas and the Marine Department. Those procedures require the ship's agent to notify PKA and the terminal operator 24 hours before the stem, and they apply across the port's two operators, Northport and Westports.
Expect the paperwork to be enforced. Every bunker vessel is inspected when first licensed and again annually, a safety checklist is completed for each operation and lodged with PKA, and a roughly 45-minute inspection is carried out immediately before pumping starts. The framework is built on OCIMF and ISGOTT guidance, so a barge that cannot produce its certificates will not be allowed to come alongside.
The procedure as published does not fix a maximum stem or list what each barge carries, so take quantity and grade from your supplier.
