Wellington is a barge port. CentrePort tells cruise lines that bp's bunker barge Kokako is available with marine diesel and VLSFO, and bp's own July 2023 announcement describes the Wellington offer as the supply of marine fuels by barge, including the region's first bio-VLSFO - a blend carrying 24% used cooking oil methyl ester - from early 2024. CentrePort's own fuel discharge assets, managed by its Ferries and Bulk team, sit at Seaview, Aotea Quay 3 and Burnham wharf in Miramar.
Schedule 2 of the regional navigation safety bylaws permits bulk oil discharges at Seaview Wharf, Aotea Quay No 1 or 3, Burnham Wharf, and 'Bunker barge'; a tanker's master must berth or moor only where Schedule 2 specifies, or as the Harbourmaster permits in writing.
Two timing rules bite. Harbourmaster's Direction 6/2019 says no vessel changing between fuel types on its propulsion engines is to make that change within four hours of arrival at the Wellington Pilot station. And the hot work permit, requested from the Harbourmaster at least three hours ahead, carries the condition 'No Hot Work while any bunkering operations are in progress'. Pilotage is compulsory at 500 GRT and above.
- Neither CentrePort nor bp publishes Kokako's capacity, pumping rate or any maximum stem.
- No notice period for ordering bunkers is published by CentrePort or by bp - ask the supplier.
- Schedule 2 lists 'Bunker barge' as a permitted location for bulk oil discharges without saying where the barge may work, so whether it can supply at any berth or at anchor is not settled by the bylaws.
- Beyond the hot work condition, no published rule was found restricting bunkering at night or during cargo work.
- Whether the bio-VLSFO blend is still offered, and to customers beyond StraitNZ, is not stated on any current CentrePort or bp page.
Ask the supplier to confirm these before you fix a stem on them.
