At Zeebrugge, now part of the Port of Antwerp-Bruges, bunkers are delivered afloat from a licensed bunker vessel rather than over a fixed terminal, so quantity is measured as fuel passes from the bunker ship to the receiving vessel. The big change for anyone stemming here now: from 1 January 2026 every bunker vessel operating in the Port of Antwerp-Bruges, Zeebrugge included, must use a certified mass flow meter when delivering residual and distillate fuels (fuel oil and diesel) and biofuels. The meter system has to be certified and submitted to the harbour master or port captain before that date, and working without it risks fines or revocation of the bunker licence.
In practice you deal through a licensed supplier and expect an MFM-metered delivery, with the ticket generated by the meter. Zeebrugge also sits inside an Emission Control Area and EU ETS and FuelEU Maritime apply, so line up compliant grades and the associated reporting before you fix.
