One self-propelled barge does the work: MV Larcom, operated by International Bunker Supplies, and Maritime Safety Queensland's port procedures list only fuel oil and diesel. The barge serves the inner anchorage and the outer anchorage weather permitting, and the Gladstone Ports Corporation berth table shows fuel available by bunkering vessel at most wharves, by bunkering vessel or truck at Auckland Point 1 to 4, and not at all at Wiggins Island or the APLNG, QCLNG and GLNG berths. Anchorage choice is constrained: South Trees No.1 and the emergency No.1.5 are marked no bunkering, while South Trees No.2 and No.3 may be used provided the anchorage draft limit is respected, wind stays under 25 knots, and no deep-draft vessel is programmed to sail and no LNG vessel is scheduled to pass during the operation. Loaded ships anchoring to bunker should preferably anchor on the ebb, with departure no earlier than an hour after low water. Bunkering is a work permit item, applied for from the Regional Harbour Master through QSHIPS, and a dangerous goods report goes to the port 24 hours before bunkers are handled. Night work is allowed, but the intention to transfer bulk liquids between sunset and sunrise, by road, barge or ship, must be notified to the Regional Harbour Master and the port corporation, with VTS told on VHF 13 at start and finish. Helicopter transfers are prohibited outright while Larcom is alongside, fuelling or not. A vessel carrying more than 1,400 tonnes of ammonium nitrate will not be admitted for bunkers. No maximum stem size is published.
