Fujairah is one of the world's three largest bunkering hubs. Bunker fuels are stored at liquid bulk terminals in the Fujairah Oil Industry Zone, loaded at the Fujairah Oil Tanker Terminal, and delivered by dedicated bunker barges to vessels at the Fujairah Anchorage Area; supplies can also be made at berth. Bunker barges use dedicated berths (e.g. Berths 3A/3B/3 East/3 West at Oil Terminal 1) for MGO and (V)LSFO loading, supporting IMO 2020 0.5% sulphur-cap compliance. Vessels must have a local Fujairah agent; ETA notice is required 72/48/24 hours prior to the supplier (e.g. OMTI), and vessels must contact Fujairah Port Control on VHF Ch 16 two hours before arrival, reporting vessel details and bunker supplier before permission to anchor is granted. Bunkering takes place at designated anchorage positions (e.g. 'B' area for bunker/lube oil; 'D' area for LPG/LNG carriers). Double-banking movements are prohibited, though barges are asked to double/triple bank alongside mother vessels to reduce congestion. Fujairah is not in an ECA; ISO 8217-compliant IFO 380/180 and LSMGO are commonly supplied. Cross-bunkering alongside berths attracts a port charge per ton plus compulsory safety service.
