Bunkers in Mumbai are delivered mainly barge-to-ship, with truck-to-ship available for LSMGO/HSD at berth and limited pipeline supply at Jawahar Dweep for tankers calling the oil terminals. Licensed bunker barges must first obtain permission from the Mumbai Port Authority: the licensed agency applies for permission, the Senior DockMaster approves barge berthing, berth-hire is paid in advance, and bunkering/port-facility charges are paid before permission is granted. Bunkering by barge and tank trucks is possible at berths and anchorage across Mumbai harbour, subject to weather conditions and Customs and port permissions. The Buyer/agent must give the supplier 72 and 48 hours approximate and 24 hours definite notice of arrival, and must hold all statutory/port permits before delivery. Since 1 January 2020, fuel over 0.5% sulphur can only be supplied to non-scrubber-fitted ships with prior Directorate General of Shipping (Mumbai) approval submitted at least 48 hours before delivery. Mumbai is not in an ECA. IndianOil supplies VLSFO (ISO 8217 RMG380/180 compliant) and LSMGO at Mumbai. Night delivery is described as available day and night, excluding Saturdays, Sundays and public/port holidays, per supplier GT&C.
