Programme the fuel job or pay for it. Article 19 of EPAUSTRAL's tariff manual and port services regulation, current from 1 January 2026, requires fuel-transfer faenas to be booked in the Sistema de Atencion a la Nave together with the Maritime Authority's dangerous-goods handling request, its authorisation number entered in the observations field of the programming form. Miss it and the fine in table G applies; and depending on the operating condition of the pier, unprogrammed faenas can be suspended.
Article 69 has EPAUSTRAL providing the infrastructure for the distributors' equipment, with its contractor at Arturo Prat and Mardones working a checklist drawn from the Normativa para Faenas de Combustibles o Bunkering and logging the cubic metres delivered. Article 70 bills in cubic metres for faenas transferring above 15 m3, and per event below that.
Arturo Prat offers 682 linear metres over six sitios, maximum authorised LOA 258.6 m on the south front and 217 m on the north, and 9 m maximum authorised draught. Ship-to-ship is done here: Copec Marine Fuels delivered 843 m3 of MGO to Le Commandant Charcot in about five hours in October 2021, where the supplier said trucks could in some cases take more than a day.
- The wind semaphore's red light is defined in the manual only as suspending "las faenas portuarias de transferencia de cargas de las naves" - cargo transfer - and appears in the minimum-performance article in connection with the exterior site of the J.S. Mardones terminal; no source says it also stops a fuel transfer, so the wind threshold for bunkering has to be asked of the Capitania de Puerto.
- The "Normativa para Faenas de Combustibles o Bunkering" that Article 69's checklist comes from is referenced but not published, so its actual conditions, notice periods and safety requirements could not be read.
- Article 70's actual prices sit in the Tabla Otros Servicios of Anexo 01, a separate document that was not located, so the per-cubic-metre and per-event charges are unknown.
- No maximum stem size for fuel supply is stated by EPAUSTRAL in either the manual or the terminal page.
- No source states where a ship too deep for Arturo Prat's 9 m authorised draught would take fuel, nor whether a designated bunkering position exists at anchor off Punta Arenas.
Ask the supplier to confirm these before you fix a stem on them.
