At Melbourne fuel comes aboard by bunker barge or another vessel alongside, or by road tanker at the berth; lifting IBCs or drums ship-to-ship is not permitted, and drum bunkering from the wharf is allowed only with proper spill containment (Ports Victoria, Bunker & (non-cargo) Liquid Transfer Management Guideline, December 2024). Bunkering is a Hazardous Port Activity under the Port Management Act 1995 and the 2020 Regulations, so you need a Ports Victoria authority to proceed and at least 24 hours' notice through the online Authority Application portal. For a barge transfer the bunker vessel's master calls Melbourne VTS on VHF Channel 12, and the transfer may start once that notification is given.
Where you lie shapes the job. In Swanson Dock a bunker vessel may not stay alongside if it would be passed by another ship; at river berths, Station Pier and Webb Dock the barge must stop pumping when a vessel passes and may be told to disconnect. At the bulk-liquid berths, Holden, No.1 Maribyrnong and Gellibrand Pier, bunkering is fitted around cargo work. No smoking, naked flame or hot work within 25 metres of any bunker flange or vent.
