Brisbane treats bunkering as a berth service. Maritime Safety Queensland's port procedures state only that bunker, fresh water and waste services are available by a variety of means at berths, and refer operators to the Port of Brisbane Shipping handbook for the working detail, so plan to take fuel alongside at your working berth rather than at a dedicated bunker anchorage, and confirm barge-versus-truck and any simultaneous-operations limits with the supplier.
Ship-to-ship transfer is a separate, tightly drawn regime and is not a general bunkering route here. MSQ permits STS only for LPG carriers, at two named Moreton Bay anchorages (STS 1 and STS 2), in winds up to 25 knots, with the agent giving VTS at least 48 hours' notice and a 1,000-metre exclusion zone declared around the large vessel. So if your intention is to fuel at anchor rather than alongside, raise it with the supplier and VTS early, because the published procedures cover LPG STS, not open at-anchor bunkering.
