Delivery is from a tanker, not from the quay. The port authority's own services page lists heavy fuel oil available through Sonangol and describes no bunkering pipeline and no road tanker route; the physical suppliers publish their fleets instead. Famar Energies lists three oil and chemical tankers, one of 13,423 cubic metres pumping at 1,200 cubic metres an hour and two smaller ones of 6,331 and 4,573 cubic metres at 600, and offers VLSFO and low sulphur marine gas oil around the clock. A second Luanda supplier, ATH Trading, describes regular services supplying MGO and IFO to offshore, fishing and cargo vessels. Those hull capacities are the practical ceiling on a single stem; no maximum is published by the port.

Ships can lie safely at anchor in Luanda Bay, where the entrance channel carries 15 to 30 metres, and the port works 24 hours with a maximum draught of 13.2 metres at high water and 10.5 to 12.5 metres alongside. The port authority states that vessels anchored or moored may take provisions and spares only with express approval and through specialised shipping agencies; it does not extend that wording to fuel, and it publishes nothing on whether bunkering may run at the same time as cargo. Both points need confirming through the agent rather than assumed. Pilotage by EPIBAL is compulsory above 500 gross tons and towage is provided by EPINOSUL at all terminals. No notice period for a bunker stem is published by the port or by either supplier, so lead time is the question to settle first.
