Durban bunkers under licence. Port Rule 148 lists bunkering among the activities Transnet National Ports Authority may licence, and TNPA states that no bunkering can be conducted within ports without a valid licence. The licence is per port and names the method: Road Tanker, Road Truck, Bunker Barge, Fixed (Quayside pipelines), or all of the above.
Port Rule 18 requires at least 72 hours' written notice of arrival to the Harbour Master, stating the quantity of bunkers on board, the vessel's bunker requirements, and whether she will be bunkering by barge or by pipeline.
Alongside a tanker, conditions bite. Shore bunkering connections may not be made at a tanker's cargo manifold while cargo operations are in progress, and are prohibited to petroleum, gas or chemical tankers while cargo or dedicated products are discharged, unless the bunker point is away from the manifold. A Bunker Barge Master needs permission from TNPA's Fire Services Department before coming alongside a petroleum or chemical tanker at a berth designated high risk. AMSOL runs the barges Lipuma, Bongani and Energy at Durban and Richards Bay, 24/7/365, supplying 847 vessels at Durban from January to end November 2018; Vitol sells in partnership with Engen.
- No maximum stem size is published by anyone here: AMSOL gives no barge capacities or pumping rates, and Vitol's fleet table leaves the 'Max loading capacity/mt' column blank for Cipreia (1,792.6 dwt, MGO/VLSFO segregation, 69.5 m).
- Vitol's fleet table gives Cipreia's region as 'Africa' and does not state that she is stationed at Durban, so do not assume which barge will lift your stem.
- Neither the Port Rules nor the licence conditions say whether bunkering is permitted at the Durban outer anchorage; both are framed around activity carried out in the port.
- The licence conditions set no bunkering hours, no per-stem notice period and no weather or swell limits.
- TNPA's own website was unreachable today; the licence conditions were read from an archived copy of the TNPA PDF.
Ask the supplier to confirm these before you fix a stem on them.
