Ngqura (Coega) is a Transnet National Ports Authority deep-water port; the entrance channel and turning basin are dredged to about 18 metres chart datum, with container and general-cargo berths at 16 to 18 metres. It was built for boxes and dry and liquid bulk, not as a dedicated bunker port. Conventional refuelling in this area is done offshore, ship-to-ship at anchor in Algoa Bay, the bay that serves both Ngqura and the Port of Port Elizabeth; fuel is passed vessel to vessel rather than over a berth. That trade sits under heavy regulatory pressure, with a 2019 environmental licensing moratorium and continuing litigation over marine-life impacts, so availability and permits can change and must be verified before you rely on them. Separately, DNG Energy holds TNPA authorisation for LNG bunkering at Ngqura, with a floating storage unit in Algoa Bay offering offshore ship-to-ship supply. Treat any stem here as permit-dependent.
