Lome is primarily an offshore ship-to-ship bunkering hub: fuel is delivered at the Lome anchorage from tanker and floating-storage vessels rather than at a jetty. Monjasa bases its West-Africa operation on Lome, using LR2- and Suezmax-size floating storage to cover the range from Abidjan to Walvis Bay, and ran its first VLSFO STS here (200 t, tanker African Runner, October 2019). Grades supplied are typically VLSFO and gas oil.
The controlling constraints are procedural, not price. A vessel must appoint a Lome-based local agent; per the local port bulletin, ships without a local agent are not allowed to carry out STS at offshore Lome, and a pre-arrival/departure notice must reach the Togolese Navy at least two hours ahead, with offshore operations needing the Navy's clearance. STS and berthing take place inside a delineated security area at the anchorage, and a per-call anchorage tax applies (quoted at EUR 2,724.49 for an indivisible 14-day stay). The port's single oil jetty (max 14 m draft, 250 m LOA, daylight only) handles product imports, not bunkering.
