Jebel Ali gives you two places to take fuel and a permit regime for each. Alongside, delivery is by barge or by road tanker: Dubai's Ports, Customs and Free Zone Corporation licenses the two separately, at AED 1,500 per bunker vessel per month and AED 300 per bunker road tanker per month, each subject to inspection against its EHS requirements, so a truck stem is a normal option for small parcels. At anchorage, DP World opened bunker supply at the J-Charlie anchorage on 1 June 2025 and, usefully for a passing ship, vessels with no operational call at Jebel Ali may bunker there. Every anchorage stem needs the harbour master's approval, assessed case by case on the safety of the operation, the location, the vessel's size, type and draught, the duration, the type of fuel and the weather; the permit is charged under tariff item 314. Anchorage services at J-Alpha, J-Bravo and J-Charlie have covered bunkering, ship-to-ship work, repairs and crew changes since November 2023, so the anchorage route is established rather than exceptional. One commercial point that reaches the delivered price: since December 2024 bunker barges no longer pay the lump-sum hydrocarbon rate of AED 2.02 per GRT but are charged port dues, towage, pilotage and berthing separately, as any vessel is. Grades commonly available in the area are marine gas oil, VLSFO, HSFO and ULSD. Neither DP World nor the suppliers publish a maximum stem size or how long the harbour master's approval takes, so establish both with the supplier when the stem is fixed.
