Charlotte Amalie is first a cruise and yacht harbour, and bunkering here is approval-driven rather than routine. It sits inside the US Caribbean Sea Emission Control Area — waters around Puerto Rico and the US Virgin Islands out to roughly 50 nautical miles — so since 1 January 2015 fuel burned here must not exceed 0.10% sulphur. The Virgin Islands Port Authority requires that any request to fuel a vessel or use the Charlotte Amalie Waterfront Bulkhead be approved by its Marine Manager; that bulkhead runs 3,200 feet but carries only 4 to 14 feet alongside, so it suits small craft, not ship-sized stems. The harbour itself is a deep natural harbour on the Anegada Passage, with charted depths around 10 to 40 feet; cruise ships work the West Indian Company (WICO) dock, which takes up to three large ships, plus Crown Bay for larger vessels and the inner anchorage. A 41.9 million dollar dredging of the entrance channel, turning basin and WICO berth pocket was approved in March 2026.
