Bunkers at Trincomalee are delivered by barge (at berth, anchorage, or off-port limits) or by tank truck; deliveries are subject to port regulations and working hours, with overtime costs reimbursed by the buyer if required outside them. The harbour's 30 m-plus draft and natural shelter allow anchoragedeliveries even in adverse weather. Suppliers include Lanka IOC, Interocean Energy (largest barge fleet, operating at all major Sri Lankan ports), Lanka Marine Services, Seven Ocean, and ISS Sri Lanka. Interocean requires a written Bunker Nomination, bound only upon its Bunker Confirmation, which is valid five calendar days and confirmed only up to 17:00 on working days. Fuel supplied is for use at off-port limits (12 nm beyond the coastline) unless taxes and duties for consumption within territorial waters are paid. Grades offered include VLSFO (0.5% S), IFO 380 HSFO for scrubber-fitted vessels, LSMGO (0.1% S) and MGO, conforming to ISO 8217 with independent survey; barges carry volumetric meters and MARPOL samplers. Trincomalee is not in an ECA.
