Bunkers at Haldia are delivered by shore pipeline at the IOCL refinery jetty (fastest option for tankers calling the oil terminal), by barge-to-ship at commercial berths and anchorage, and by truck-to-ship for smaller LSMGO/HSD stems. Grades include VLSFO (0.50% S), HSFO/IFO 380 for scrubber-fitted vessels, LSMGO/MGO (0.10% S) and HSD. Haldia is not in an ECA, so VLSFO suffices for normal operations; HSFO above 0.5% S requires prior DG Shipping (Mumbai) approval submitted at least 48 hours before delivery, and scrubber-fitted vessels must lodge their Exhaust Gas Scrubber supplement to the IAPP Certificate 48 hours ahead. Nomination should include vessel name, IMO number, ETA, quantity, grade, sulphur limit and delivery method; refinery-sourced VLSFO/HSFO typically needs 4-6 days from nomination to delivery, LSMGO/HSD 2-3 days. Buyers/agents must give 72/48-hour approximate and 24-hour definite arrival notices, and obtain all port/customs permits before delivery. Monsoon (June-September) can delay barge operations by 6-24 hours; plan wider windows. Haldia's 11.8 m draft restricts VLCC access — lighterage or offshore arrangements apply.
