Suape can put fuel aboard through a shore line: the port's operating regulation states that bunkering lines run to every berth of the outer port, namely CMU, PGL-1, PGL-2, PGL-3A and PGL-3B. The same clause allows the alternative of a barge moored alongside, delivering either to a berthed ship or to one at anchor, but anchorage delivery additionally needs environmental licensing and Maritime Authority authorisation, so it is slower to arrange than it looks. Suppliers must be registered with the port authority under Portaria 18/2018 before they may fuel a berthed vessel, and the authority charges its public tariff on the operation, so the choice of supplier is not purely commercial. Any ship-to-ship oil transfer must follow NORMAM-08/2013, chapter 6, section 2, item 601: a preventive containment boom around the operation, a dedicated oil response craft standing by with equipment and trained crew, absorbent boom kits at the hose connections on both vessels, and, at night, lighting of the hose connection area on both ships plus lighting on the response craft covering the ship-to-ship interface and the boom itself. The berth request goes in as the Aviso de Atracação through the Porto Sem Papel system at least 48 hours before arrival, with a shorter period allowed only where the voyage itself is under 48 hours; miss it and the authority may count the notice from the day the papers are complete. The outer-port liquid berths handle diesel, marine diesel, fuel oil, gasoline and jet fuel as cargo. No maximum stem size or bunker grade list is published.
