Bunkering at Port Qasim is being brought under a new electronic regime. Pakistan's Federal Board of Revenue has issued draft Customs Marine Bunkering Rules covering Port Qasim Authority limits (alongside Karachi and Gwadar). Under them no one may supply a foreign vessel without a licence from the Mercantile Marine Department and customs registration through the Pakistan Single Window; suppliers act as Authorised Bunker Operators, and the master or agent must file an electronic Permit to Work through the port community system before any transfer begins.
The draft is prescriptive on measurement and custody. Bunker barges must be customs-registered and fitted with mass flow meters calibrated within the previous twelve months, with tamper-evident seals on meters and valves. Every stem needs a Bunker Delivery Note, three sealed samples are retained for at least twelve months, and quantity or quality disputes go to customs within four hours; officers may board, sample and halt a delivery. Treat this as a framework still in draft, so confirm what is actually in force before fixing a stem.
