Most of this trade happens outside the river. The port authority caps entry at 9.50 metres draught and 190 metres length, and the jetties themselves take only 7.5 to 8.55 metres, so a larger ship never comes in: she lies at the Alpha, Bravo or Charlie anchorages at the roadsteads and takes fuel there from a barge. Suppliers publish delivery at the outer anchorage around the clock, but the barge sizes they quote are modest, one naming an 800-tonne fuel oil barge and 200 tonnes of gasoil and diesel combined, so a large stem is several trips. Grades are real if you specify: the supplier lists between them cover VLSFO, IFO 380 and 180, MGO and low-sulphur gasoil. Lead time is set by the supplier, not the port; none publishes one beyond a general willingness to work at short notice. The anchorage is the risk you are buying. The port authority's own instructions to mariners warn that tidal streams run 6 to 7 knots, that dragging is most prominent on spring tides and through the monsoon, and that vessels over 8 metres draught, especially those working with another craft alongside, must lay at least nine shackles and keep the second anchor and engines on standby. Anchoring is only in a designated berth with the approval of the VTMS control room. If you do get inside, the port requires the master of a vessel at berth to allow a lighter tanker to stay alongside as the harbour master's office directs, so barge access at berth is instruction rather than negotiation.
