Labuan is described as Malaysia's only deep-water anchorage, about six miles off the northwest coast of Borneo, forming a natural safe harbour that is not affected by the monsoons, and it is a duty-free port. That makes it an offshore and anchorage supply point rather than an alongside-berth bunker market. Suppliers here deliver by bunker ship, landing craft and bunker barge to vessels at the Labuan anchorage, to offshore rigs, and to ships laid up at the Brunei Bay layup anchorage.
On grades, marine gas oil (LSMGO) is the mainstay; one supplier headquartered at Labuan also lists low-sulphur fuel oil 180 CST and works ship-to-ship. So both a distillate and a low-sulphur residual are obtainable, but confirm the specific grade, the barge and the delivery point with your supplier, because the availability is supplier-by-supplier rather than published port-wide.
