Fremantle is a licensed-supplier port. Bunker supply must be licensed by Fremantle Port Authority and approved by the HMO, and the 2025 Port Information Guide names two licensed providers: BP Marine, by barge (ship-to-ship) or by road (direct-to-ship), and Australian Fuel Supplies by road tanker only. Not all berths can support shoreside truck-to-ship bunkering. Requests go through the agent in VOYAGER at least 24 hours before transfer, any change to the start time goes to the Port Services Team Leader, and you report to Fremantle VTS on commencing and completing. Port Services Officers run random audits and will stop an unsafe operation until the defect is remedied.
Where you lie matters. Vessels of less than 11.0 m draft should anchor in the western area of Gage Roads, 11.0 m or greater at the Outer Port Limits Anchorage. At North Quay 1 you may bunker only when no inner harbour shipping movement is scheduled. At North Quay 2, hoses are stopped and disconnected for a passing vessel of draft 11 m or more, LOA 310 m or more, or beam 43 m or more. There is no provision for the supply of alternate fuels in the Port of Fremantle.
- The 2025 Port Information Guide publishes no maximum stem size, transfer rate or minimum quantity for either licensed supplier.
- It does not name the grades either supplier carries; on fuel types it says only that there is no provision for the supply of alternate fuels in the Port of Fremantle.
- It sets no bunkering hours and no night restriction, beyond the 24-hour VOYAGER request and the VTS reports.
- It does not say whether barge delivery is available at the Outer Port Limits Anchorage as well as in Gage Roads.
- Fremantle Ports' live site blocked automated access today, so the Guide was read from an archived copy of the same PDF and the port's news page on the bunker vessel Absolute 1 could not be retrieved; nothing above rests on it.
Ask the supplier to confirm these before you fix a stem on them.
