IJmuiden sits at the seaward end of the North Sea Canal, and the way in is the IJmuiden lock complex. The sea lock is tide-independent, so ships pass through around the clock rather than working a tidal window. Draught into the canal is capped at 13.75 metres in seawater on arrival and 14.05 metres in fresh water on departure; a vessel deeper than that, up to 17.80 metres, has to lighten at the lightering facility west of the lock complex before proceeding inland.
For fuel, treat IJmuiden as one port within the North Sea Canal area rather than a standalone bunker port. Any operator carrying out ship-to-ship bunkering anywhere in that area, Velsen/IJmuiden included, must hold a bunker permit issued by the Port of Amsterdam, so the supplier working your ship should be a named permit holder. You are inside a SOx Emission Control Area, and EU ETS and FuelEU Maritime apply to the call, which shapes the grade you will actually be offered. Agree the exact delivery point and stem with the supplier in advance.
