Algeciras is Spain's busiest port by traffic — the maritime administration counts at least 27,000 ship calls a year, roughly three-quarters of them foreign — and one of the Strait of Gibraltar's main bunker hubs. Stems are delivered afloat, ship-to-ship by barge; the physical supplier Peninsula lists conventional fuels, biofuels and, since 2024, LNG delivered STS. The bay lies inside the Mediterranean sulphur ECA, and EU ETS and FuelEU Maritime apply, so plan for compliant fuel and the emissions paperwork.
Where you lift matters. Inside the port's service area the port authority (APBA) assigns your anchorage or berth; but in the strait waters outside that area a ship may stop or anchor only with the express authorisation of the Capitanía Marítima de Algeciras, and Spain's maritime administration has been formalising designated outer waiting anchorages precisely to control that congestion. Confirm with your agent and supplier which zone your stem falls in before you commit.
- I could not find, in a current published APBA ordinance, a named in-bay bunkering anchorage (e.g. a dedicated 'Delta' bunker zone); that designation is widely repeated by brokers but I could not confirm it from a primary source.
- The exact ECA sulphur limit applicable in the bay was not verified from a fetched primary source; it is stated here only as compliant/ECA fuel.
- No maximum stem size or barge capacity is published by the port authority.
- Whether bunkering alongside the container terminals is permitted could not be confirmed from a primary source.
- The maritime administration's designation of outer waiting anchorages was read only as a 2024 public-consultation draft, so its in-force status is unconfirmed.
