The Capitania de Puerto de Valparaiso resolution governing Terminal Cerros de Valparaiso (TCVAL) berths 6, 7 and 8 allows bunkering there and expressly permits a second vessel or barge to be moored alongside (abarloamiento) only for bunkering; simultaneous manoeuvres are not authorised. Ship-to-ship bunkering must follow the DGTM maritime circular O-31/002 of 6 June 2003 on safe transfer of marine liquid fuels, the ICS/OCIMF Ship-to-Ship Transfer Guide (Appendix I) and Capitania Resolution 12.000/619 of 25 June 2018; road tankers fuelling ships at those berths must meet Title VI of D.S. 160 (2009). Delivery is by barge or by truck, and local suppliers quote MGO, VLSFO and HSFO.
Vessels planning to anchor in the roadstead must call Valparaiso Capuerto Radio (CBV-20) with their ETA at least two hours out. Note the 15-knot wind ceiling (10 knots for car carriers) in the same resolution governs berthing and unberthing manoeuvres, not the fuel transfer itself.
- The resolution I read covers only Terminal Cerros berths 6-8; it does not set out rules for bunkering vessels anchored in the outer roadstead.
- No maximum stem size is published in the port resolution — confirm with the supplier.
- Grades and prices are not in the resolution; they come from the supplier.
Ask the supplier to confirm these before you fix a stem on them.
