Bunkering at Mindelo (Porto Grande, São Vicente) is supplied by Empresa Nacional de Combustíveis (ENACOL) S.A. Deliveries are made by bunker tanker (vessels Olimpia and Baía) in the Porto Grande bay, with direct access to any type of vessel and mooring/unmooring service available 24 hours a day; shore deliveries are made by tanker truck, and yachts can fuel at the ENACOL station in Marina Mindelo. Products are MGO (DMA, max 0.1% sulphur) and a full range of fuel oil, meeting ISO 8217:2010 and MARPOL Annex VI Regs 14 and 18. Mindelo is not in an ECA. Operations are governed by the Cape Verde Bunkering Regulation, which requires a licensed supplier, a pre-delivery bunker requisition form signed by the Chief Engineer and Bunker Officer, a safety checklist, a Bunker Delivery Note, and supervision by a Bunkering Superintendent appointed by the Maritime Authority; the Chief Engineer and Bunker Officer are jointly responsible for the operation and sampling.
