At Sullom Voe, bunkers are delivered by bunker barge or via fixed shore facilities; road tanker bunkering is not permitted at the Terminal. There are no dedicated bunkering facilities for tankers calling at the port, but arrangements may possibly be made at the Harbour Master's discretion. The Master must notify the Harbour Master in writing through Sullom Voe VTS at least 24 hours before bunkering (less in exceptional circumstances, at the Harbour Master's discretion), submitting the Vessel Bunkering Checklist G-OF-02 for approval. VTS must be advised when bunkering commences and completes. Bunkering cannot take place during cargo operations without express permission of the DHM/Loading Master. Before commencing, scuppers must be closed, the vessel securely moored, hoses properly supported and sealed, an overflow container placed under connections, and agreed communication systems established, with a nominated officer in charge and a visual watch maintained. Any spill, however minor, must be reported immediately to the Harbour Authority. Sullom Voe lies within the North Sea ECA, so low-sulphur fuel requirements apply.
